Proposed Changes to Bylaws

Our last revision of the Bylaws was in 1983 – when the major change involved the change in the name of the Section (earlier: The University of Michigan Section.) Since then we have made some minor revisions approved by the ACS Committee on Constitution and Bylaws in 2004. [See below].

Unfortunately the Section has not been able to distribute a ballot to record a vote of our membership to adopt the changes. We hope to schedule such a vote in 2008. This posting will serve to notify the members of the Section of our intention to hold such a vote. Details about how this will be done will follow.

Announcements & Events

Unfortunately, I do not have a copy of the editorial version showing the location of the changes from our 1983 Bylaws. The changes, however, were minor. Please see the attached copy of the bylaws that incorporates the changes. [BYLAWS OF THE HURON VALLEY SECTION_Final.doc]
Bylaw V. Organization
Sec. 1 “The officers of the Section shall be a Chair, Chair –Elect, Treasurer, and a Secretary. [Comment: In our earlier Bylaws, the position of Chair-Elect and Treasurer were combined. The SOCIETY bylaws do not permit this.]”

Bylaw VI. Manner of Election of Election of Officers, and Terms of Office
Sec. 1 The terms of office was changed to begin on January 1st (rather than June 1st) to fit in with the calendar year operation of most Local Sections. The Secretary and Treasurer terms were for 2 years.
Sec. 4 This language in this section was simplified to facilitate the nomination process.
Sec. 5 This section was changed to allow for voting by means other than mail ballots – e.g. electronic balloting.
At some point in the future, C&B suggests we may want to consider adding language that balloting procedures meet the requirements of [1] fair balloting that is open to all members of the SOCIETY, [2]anonymity, [3] protection against fraudulent balloting, [4] ballot archiving, and [5] the timely reporting of balloting results.

Bylaw IX. Meetings
Sec. 2 and 3 We changed the number of members who may request a special meeting or define a quorum from 10% of the members to 30.

Future Changes?

We anticipate another bylaw change related to the student membership category. C&B advises us: (email memo from Barbara Polansky of about February 11, 2009.
